摘要：

The article revealed the attitude of the magazine "Russkaya mysl" to the problems of peacekeeping in the 90s of the XIX century. Publicists' viewpoints on the arbitration, codification of the humanitarian law, the arms race and the possibility of establishing perpetual peace are analyzed in the article.
