Public policies and digital education: keys to thinking about digital culture

摘要
With the emergence of new information and communications technologies (ICT), public policies face the challenge of understanding the articulation between access to devices and connectivity and training to acquire new skills that allow citizens to fully enjoy their rights in the digital era. Consequently, the implementation of the 1:1 Model in Argentina is a starting point to reflect on the integration of technology in education and how it (re) signifies the roles of teachers and students. This paper aims to delve into the strategic relationship that exists between digital technologies and the Internet and planning in the educational system, in the context of digital culture and the emergence of concepts derived from it, like collective intelligence and participatory culture.
