The responses of headteachers in the country of Devon in England to government proposals to reform the initial training of primary school teachers were surveyed with some reference to the views of parents, students and tutors. The reforms are intended to shift the location of training away from Higher Education (HE) institutions and into schools. Particular reference is made to the plan to allow primary schools to set up their own training schemes without necessarily involving HE, with a focus on the views of those headteachers who support the idea of such an opportunity being available. There was little support for these schemes.
