The need for nodal agencies at the central and state level to regulate, supervise and develop mental health services has been fell for some time. The Mental Health Act 1987 establishes such authorities. It is feared that the floating and predominantly ex-officio bodies established will not be able to function as the proactive authorities required in the realm of mental health Modifications in the statutory scheme are suggested in order to make the authorities fully functional bodies
