The 23rd General Conference on Weights and Measures was held in Paris from November 12 to November 16, 2007. The conference was opened by the Chairman Jules Alphonse Hoffmann, President of the French National Academy of Sciences. The Secretary of the International Committee on Weights and Measures, Doctor Robert Kaarls, drew attention to the considerable extension of the sphere of application of metrology. He recommended national metrological institutes and other authorized institutes to set up new more accurate standards and methods of measurement, which will facilitate the solution of the problem of traceability and uncertainty of measurements in practically all areas. A paper by Andrew Wallard, Director of the International Bureau of Weights and Measures, devoted considerable attention to cooperation with intergovernmental, international, regional, and national organizations, whose activities are connected with the reliability of the results of measurements.
