West Siberian oil and gas sector: Problems and solutions

摘要：

The development problems of the West Siberian oil and gas sector are analyzed. It is shown that before the 1990s the difficulties in the formation of the country's new oil and gas base were due to the insufficient capital investment, allocated equipment, materials, transport facilities, and housing deficit, thereafter following by a reduction in the sector's efficiency. The cause of this economic phenomenon is revealed. The long-term policy options are outlined in the oil and natural gas sector in the studied region. © Pleiades Publishing, Ltd., 2011.
