The dominant understandings of ‘citizenship’ and ‘state sovereign authority’ unduly limit the range of solutions available to policy and law makers in their efforts to mitigate the negative impacts of climate-induced migration. The article offers a deterritorialized view of these concepts, which it suggests may be better suited to meet the full range of ethical and political challenges presented by climate change to international migration. © 2019, Society for International Development.
