The current reality of increased frequency of extreme natural events faced by millions of people around the globe have overcome the discussion on the veracity or not of Climate Change. The creation of the United Nations Convention on Climate Change proves the need and intention to deal with these phenomena. But the mitigation and adaptation process requires funding. The key question for Latin America is whether the existent mechanisms will be sufficient to address the challenge. © 2017 Society for International Development.
