The NIIÉS Joint-Stock Company has designed a computer-aided monitoring system BING-2 for diagnostics of the condition of hydrotechnical structures [1]. The system collects a database from full-scale observations over hydrotechnical structures, controls the structures of hydropower plants (HPP), and provides estimates of the maintenance parameters. The database and the processed and analyzed data are used for drawing progress reports. BING-2 has a developed system for user help. The considerable set of service functions makes it a convenient tool for on-line analysis of observation results. Special experts estimate the condition of a structure using the data of field observation and analyzing the results of instrumental and visual checks, design data, operational experience, and other necessary information. The experts use the system as a tool for analyzing and drawing conclusions on the safety of the structure.
