Stakeholders influence the successful implementation of strategies in a system. This study aims at developing strategic interventions through the involvement of stakeholders who are affected by these strategies. Using a systems thinking approach, this study illustrates the creation of a participative system model that led to the development of three strategic interventions by the stakeholders. Group model building exercises based on system dynamics were used as a participative means for developing these strategic interventions in a transport infrastructure project in the Wellington region of New Zealand. This study found that strategic interventions developed through stakeholder involvement can address problematic situations holistically and give due regard to competing interests. © 2019, Global Institute of Flexible Systems Management.
