摘要：
The prototype National Emergency Deployment System (NEDS) is an application that provides a fast and efficient means of planning timely responses to emergencies and a centralized system that maintains a high state of readiness in case of an emergency The prototype NEDS system has been fielded at one site and had been used in response to several incidents. This paper describes the software capabilities and the open-source development and then discusses the modified development approach that led to a successful software development process.
