摘要
Emergency response capacity for construction projects emergency, largely depend on the state of the project and other aspects, such as emergency resources and technical capacity after the emergency. Emergency project management capability framework is build based on the Monitoring early warning capabilities, emergency control capabilities, emergency rescue capabilities, emergency support capacity and restore capability, which were given for emergency response capacity evaluation index, as well as indicators for the evaluation of the emergency response capacity evaluation process. With the analysis of the characteristics for the emergency capacity construction, method is design for emergency capacity index weight, through Analytic Hierarchy Process based on triangular fuzzy numbers. The triangular fuzzy numbers complementary judgment matrix was calculated with application of triangular fuzzy numbers expansion theory and access to weight values of the emergency response capacity factors. Finally, the example of the survey, conducted on specific projects emergency capacity evaluation shows that the emergency response capacity of the project status for the emergency management further improvements provide a basis.
