摘要：

The paper educed the appraisal of UCCC based on the fact that the urban are being faced with many kinds of carrying capacity threats. Firstly, the paper defined the meaning of UCCC, conceived the appraisal model of UCCC at the same time. Secondly, the paper designed the appraisal indicators of UCCC according to the elements and actions of UCCC. Thirdly, the paper put forth the standardization methods of the variables of UCCC and the determining methods of the weighing option of each indicator. Fourthly, the paper divided the status of UCCC according to the appearance of UCCC. Finally, the paper made the positive analysis example of urban hardware carrying capacity with TFAHP. Therefore, the paper provided the urban management with the decision reference and the theoretic base.
