摘要：

The technical regulations on European and international level are characterized by a development and harmonization process since more than 40 years. The conceptions of this process changed. In the lecture the development of the technical regulations will be eludicated and the strengths and deficits of the chosen conceptions will be discussed. The state of the harmonization process and the profile of requirements for the new conception will be explained.
