摘要：

This paperwork presents a distributed system required to implement a new method for the access control to physical resources, based on qualifications. It's a controlled access mechanism to be used by the employees of a company to access the inputs of certain machines, based on the qualifications (abilities) they dispose of. To get the qualifications required to apply this concept, the employees are offered modern learning possibilities.
