摘要：

Establishment of e-government presents opportunities for driving government administration innovation. However, the old-fashioned administration philosophy, the existing administrative system and the qualities of civil servants of all level governments cannot fit in with the development of e-government. Therefore, in order to build a new type of government administration model based on e-government, great efforts should be made to drive transformation of government administration model, enhance the quality of government decision-making. In addition, it is quite essential to enhance government efficiency and promote government staff qualities.
