摘要：

It is imperative for system of Chinese construction standards to adapt to international rules. Based on research on system of construction technical regulation-technical standards, the relationship between Technical standards and technical regulations, construction market access in Japan, through carrying out Comparative analysis, the article puts forward countermeasures and proposals, with combining present situation in China and advanced experience in Japan. It is necessary to be modified and improved for current standardization legal system in China,and to adapt to the external environment for development of economic globalization and trade liberalization. A specific system should be formed as soon as possible and we should establish a group of the qualified quality certification bodies and technical approval institutions.
