摘要：

The core of enterprise management is human resources which are important capital of enterprises. In the current background of economic crisis, this article offers some effective and fundamental measures to control the cost of human resources in order to minimize the impact of economic crisis and restore the competitiveness of enterprises quickly in the follow-up development by analyzing the component of human resources, the cost-governing status of human resources of China's enterprises and the measures of layoffs and salary reduction in most of enterprises.
