Environment is the basis of mechanism running, and one of the most important conditions that realizing management objectives and improving management benefits. the policy environment, academic environment, and interpersonal environment have a greater impact on human resource management of university teachers. To innovate the circumstances about the human resource development and management in Colleges and Universities, and to create a positive and harmonious working and living environment, it is very important to optimize the environment for the innovative mechanisms of the human resource development and management in henan universities and colleges; it will promote the establishment of innovative mechanisms, and also improve efficiency of innovative mechanisms.
