Improved Space Surveillance Network observation error modeling and techniques for force model error mitigation

摘要
In order to maximize orbit determination and prediction performance, orbit estimation software must be capable of accurately modeling the statistical properties of the observational data and controlling the adverse effects of force model uncertainties. With the widespread availability of external, precise orbit data, geometric dependencies and correlations within data backs have been noticed in Space Surveillance Network (SSN) observations. In addition, conventional batch estimation does not statistically account for force model uncertainties. ITT industries, Systems Division, has recently undertaken a feasibility study that addresses these important issues. Part One of the study addresses improvement of sensor calibration techniques for the SSN and its subsequent use in the estimation process. Part Two addresses methods to account for force model uncertainties in batch estimation.
