摘要
Public Private Partnership (PPP) is an effective way to achieve value for money (VFM) in public projects. To achieve VFM of PPP projects is important to evaluate mixture of financial and non-financial performance measures in PPP bids. Every PPP contract needs to state key performance indicators (KPI's) which have to be measured during the lifetime of the project. They are used to set benchmarks for contractor performance. The aim of this paper is identify important main criteria used in performance measurement and evaluation of PPP projects.
