摘要：

Relations between the multilevel theory and the organizational systems are considered. Appliance of a new coordination strategy for organizational hierarchical systems is worked out. A noniterative coordination (NIC), reducing the information flows between the levels in the system is applied. NIC is applied for the case of resource allocation in organizational two level systems.
