摘要
Green building refers to the buildings which consume the minimum resources and energy in the earth, and produce the minimum waste in the whole life cycle of the building. Therefore it involves both the economy and the environment. In the economic point of view, green building uses existing resources efficiently; In the environmental point of view, green building pays attention to improve the environment, and reduce the impact on the environment as far as possible. Through analyzing the cost and the income of green building and the enterprise related to it, this paper indicates green building has external economy. The behavior of saving energy and environmental protection of green building not only can bring the utility to the developers, but also can promote the development of economy and environment. But the developers of green building can not enjoy their full social benefits, while they bear all the social costs. Therefore, based on the practice in our country, this paper suggests that in order to promote the development of green building, the external economy question must be solved. And some advanced countermeasures are also given, such as mandatory administrative policy, environmental resources control policy and economic incentive policy. It is hoped that this paper can provide a useful reference for the development of green building in our country.
