This paper evaluates and compares the capability for independent innovation of different types of rice research institutes by means of the data envelopment analysis-DEA, taking the situation of Sichuan province during 2001 to 2007 as an example. The results show that the efficiency of the independent innovation capacity is the highest in IRRI Academy of Agricultural Sciences. Most activities of the independent innovation is relatively effective in IRRI Subsidiary Institutes of Higher Learning, and the capacity is basically inefficient in the institutes set up by Rice Seed Companies, whereas it has improved a little after 2006. Finally, it puts forward some corresponding countermeasures and suggestions in the paper.
