Approach to public policies for people with physical disabilities during the Inca Empire

摘要
The States are currently developing various public policies for the population with some type of disability, in order to improve the quality of life of these people and their families. However, this concern must have been constant in the past, considering that archaeological evidence of people with some type of disability has been recorded in the central Andes before the Spanish conquest. The objective of the research is aimed at determining what actions the Inca elites of Tahuantinsuyo carried out, as the ruling class, for the population with physical disabilities. The methodology was based on the review of Spanish chronicles of the 16th and 17th centuries, in order to establish direct and indirect references to people with physical disabilities and their social context during the Inca period. As a result, there were six chroniclers (Cristobal de Molina, Pedro de Cieza de Leon, Blas Valera, Felipe Guaman Poma de Ayala, Martin de Mun:ia and Joan de Santa Cruz Pachacuti) who mention people with physical disabilities in the Inca period, which It was necessary to define that the public policies of the Inca elites were linked to labor insertion, segregation, discrimination and public subsidies.
