Working to build a cohort of one million volunteers for genomic research, the Precision Medicine Initiative promotes what might be termed "genomic citizenship"-a vision of active, informed public participation in genomic research, with attendant rights and obligations. What are the challenges to meeting this goal and ensuring that the initiative serves the public good?
