Russia must become a scientific superpower

Regrettably enough, the mass media (and others) have again initiated a campaign to discredit the Russian Academy of Sciences. Not only the efficiency of the RAS activity but also the very necessity of its existence are being challenged. Meanwhile, the paper below, which the author presented at an RAS Presidium meeting, gives proof that the Academy is one of the most productive scientific organizations in the world despite its very insufficient, according to international standards, financial support.
