摘要
The urgency of adapting to the conditions of martial law regulations in all spheres of state policy as the most important prerequisite for successful overcomi-ng of external armed aggression is substantiated. The importance of improving educational legislation in such conditions is emphasized. The analysis and generalization of researches of ways of improvement of normative activity and legal problems of a martial law is carried out. Attention is drawn to a certain limitation of the content of such research and it was found that the legal regulation of educational relations in martial law has not been studied. At the same time, such an adjustment of educational legislation ensures the adaptation of the national educational system to the conditions of war and creates long-term prospects for the development of national education after overcoming armed aggression. The analysis and generalization of the existing legislative regulation of the martial law regime as well as normative-legal and organizational measures to ensure the opti-mal functioning of the national education system in the context of armed aggression of the Russian Federation, taken by the Ukrainian parliament and government duri-ng the first month of martial law. The main directions of educational legal relations that needed to be adjusted as a matter of priority are identified and the relevant regulatory and legal changes are outlined. The problems that need to be solved are indicated. The adequacy of the measures taken by the Government and the Parliament of Ukraine to optimize the legal regulation of educational relations and their adaptati-on to the conditions of martial law is summed up. It is emphasized that such measures contribute to the preservation of the domestic educational sector and the protection of the rights of participants in educational relations. The main ways of such measures are the application of current legislation and the adoption of relevant regulations both at the level of laws and at the level of bylaws. The need to continue improving the educational legislation of Ukraine under martial law was emphasized.
