An Investigation of the Regional Innovation System in China's "Science City": A Case Study of Hefei

The framework we adopted in this article is process in nature rather than a consolidated structure; it focuses on the process of regional innovation system in our empirical analysis of Hefei city as a typical case of science city in China. In this article, we present the dynamic process of constructing regional innovation system within the complex adaptive system theory. There are, we argue, four main stages with distinctive features in the system construction. The regional innovation system of Hefei city is examined closely as a case study of China's science city, we also include some implications regarding policy making in arguing the basic properties of regional innovation system.
