On the 18th National People's Congress (NPC), actually showing respect to self awareness and will in the process of carrying out mass line programs by Chinese communist party was stressed: In the process of carrying out community governance in urban and rural areas, basic-level public affairs and public welfare undertaking, party organizations of all levels should make effective utilization of deliberative democracy and organize the masses to practice self management, self service, self education and self supervision, manage personal affairs and live a better life. Meanwhile, the way the government provides public services should be clearly required to be improved, the construction of basic-level social management and service system should be enhanced, community service functions in urban and rural areas should be strengthened and the basic role of the masses in social management should be brought into full play. It has been clarified in the 18th NPC that social management should be included into a more complete systematic framework, which has further pointed out the direction, principles and tasks of social management innovation and elaborated the urgency of innovating social management. This paper, by basing on social management innovation, has discussed concepts and content related to democratic political construction in urban and rural areas through applying theory to practice, made an analysis of the feasibility and status quo and put forward countermeasures and suggestions so as to explore a new model of township democratic political construction from perspective of social management innovation.
