摘要
Under the background of economic globalization, the essence of competition between countries is the competition between talents, which means countries with more talents would be more prosperous. Human resource management of public departments is actually managing the country's development of talents. Fair and efficient management of human resources in public departments benefits the progress and development of the economy. By analyzing the situation of human resource management of public departments starting from the most cutting-edge perspective of public management, this essay figures out some reference frames for problems and strategy research of human resource management of public departments.
