Between financial costs and rights: remuneration for public water and sewage services in the new legal framework of basic sanitation

The new legal framework for basic sanitation is addressed with a focus on water and sewage services, from the perspective of the costs of rights facing the challenges of universalizing public policy. Considerations are made on the ways and means of remuneration for the services provided for in the sectorial legislation. An attempt is then made to present distinctions between rate, tariff and public price, in order to indicate the most appropriate means of consideration given the greater openness of the sector to private participation. Finally, it discusses the development activity, which gathers subsidies and subsidies as aids that may be necessary for economic sustainability and efficient provision of services.
