Transient regimes and their governing laws

Transient regime is defined and there ale analysed the features of transient regimes in nature, in technique and in society. There are pointed out the measures that restrict the transition duration between two values of a certain parameter (pressure, temperature, position, energy etc.). On this basis there are established the conditions to be fulfilled by the effective duration of a transition, both from the point of view of the phenomenon or process analysed and from the economic: point of view. Examples are given of transient regimes in technique in society and in the nature. It results that the duration of a transient regime should be established by calculation, for each individual case. It-is not a subjective measure, fence should not be chosen by chance. In the end there are established and stated three specific laws of transient regimes.
