摘要
During the nineties, it was widespread in academic circles and society the idea that the internet would become the means through which humanity would achieve true democratic intercommunication. However, just as the new century was inaugurated, the primal idealism was soon abandoned by a more skeptical vision, which denounced the possible emergence of a personal data market and the decline in cognitive democracy as a result of the automatic customization of content. In this sense, this essay seeks to revitalize the debate of negativity generated by non-regulation of search engines and social networks, particularly with regards to prior censorship and illicit trafficking in personal information.
