摘要
This paper summarizes the basis of innovation value realization and effective innovation networks' characteristics theory. And then combine them with the innovation networks' features of R&D Conversion base in Binhai New Area to try to build the status quo evaluation system of R&D Conversion base in Binhai New Area. And gives the architecture of R&D conversion base including the government, industry chain, incubator enterprises embedded in the network, market, intermediary agencies, financial institutions and universities and scientific research institutions. With the guide of the architecture, the evaluation system is suggested.
