摘要：
Focusing on the trajectory of Belo Horizonte's housing policy between 1993 and 2016, the article examines the patterns of political inclusiveness of the different administrations, in parallel with the repertoires of collective action of housing movements and their changes in the period. It is argued that the different patterns of governments regarding political inclusion or exclusion influenced the repertoires of action of the referred social movements. For the proposal, bibliographic reviews, documentary surveys and semi-structured interviews with representatives of housing movements in the city were used.
