Elastic c-axis coupling between a (CuO) buckled a-b plane of buckling angle s much less than 1, and a ferroelectric (oxygen) layer, produces novel omega+/-((q) over right arrow) modes, from s-induced mixing of 'a-b' and 'c' direction vibrations. The Cooper interaction coupling, similar to(w(+)(2)-w(-)(2))(-1)similar to s(-1)much greater than 1, is strongly resonance-enhanced and anisotropic (similar to d-wave), yielding dynamical local pairing.
