摘要
This paper presents a summary description of a newly proposed satellite mobile communication system. The features of the system are: 1) It will utilize a special 5-MEO equatorial satellite constellation. 2) It will be equipped with so-called staring antennas, the printfoot of which is relatively fixed in the same reserving area while the satellite is moving. 3) It will utilize general small-satellite platforms, the related techniques are currently available. This system is technically advanced and realizable in practice. The topics of this paper include the system construction, characteristics, operation principles and key technologies.
