摘要：

Based on the present situation of the risks in our construction industry and measures taken in the risk management the author of this paper puts forward the idea of developing the construction expert witness and makes a complete analysis of the contents, function, its relation with the consultation service media of the construction industry as well as the required implementation conditions.
