Research on cost control method based on EVM for aerospace advanced development projects in China

Aerospace advanced development projects (ADPs) are typical R&D projects, which are of great importance to national defense and national security. With the rapid development of high-tech and advanced management approaches in the world, the extant management methods of advanced development projects, especially control of cost, are not suitable to the development of aerospace industry in China. Effective cost management mechanisms for aerospace ADPs are urgently needed. This paper analyzes the problems in aerospace APDs in China, and puts forward the cost control method based on Earned Value Management (EVM). After making a brief introduction to EVM, this paper illuminates the application of EVM in cost control for aerospace APDs in China, and explicates the processes of this method. The result shows that the method based on EVM is effective in making combined control of cost and schedule.
