摘要：

Cross-border co-operation plays an important role in European integration due to the strategic position and function of border regions. The European Union has harmonised its numerous development instruments for co-operation in internal EU borders and external EU borders. In addition, it created for the European Neighbourhood Policy and the European Neighbourhood and Partnership Instrument. Moreover, the amended cohesion policy for EU territory allows for the establishment of the cross-border European Grouping of Territorial Co-operation. The European Neighbourhood and Partnership Instrument can be linked European Grouping of Territorial Co-operation so that trans-national infrastructure projects and environmental projects can be carried out on the EU's external border.
