摘要：

The common usage of Internet/Intranet and the development of Web technology provide an ideal platform for the implementation of web - based workflow management system. The paper analyzes the business transaction model of the Heihe water regulation system in detail, designs the workflow management system based on the Web and XML technologies and provides the design and implementation method of the XML - based process definition language and workflow machine.
