摘要
Why is the number of unsuccessful projects almost constant from year to year worldwide? The influence factors are as follows : 1) all PM methodologies and approaches, methods and tools have been developed for a project manager based on its needs of executing the projects; 2) other interested parties make decisions and manage projects but they DO NOT have any specific methods and tools for successful fulfillment of their functions. There is a methodological mistake. Well-known PM methodologies and approaches deal with the stakeholders as the "objects" of management. However, key stakeholders manage the project and make main decisions, thus, they are "subjects" of management rather than "objects". The authors suggest a new approach involving models, methods and tools for managing PP&P for key stakeholders.
