In consideration of government playing a leading role in emergency management, the performance of emergency management is directly influenced by the intergovernmental collaboration. However, it has been ignored by current studies. This article tried to create an analytical framework of intergovernmental collaboration in emergency management. It distinguished four types according to two dimensions: collaborative behavior (positive or negative), collaborative approach (compulsory or voluntary). The four types of models are Active, Passive, Free-rider and Obedient. Also, the article constructs a model to analyze the various influential factors of intergovernmental collaboration in emergency management from three aspects: collaboration environment, collaboration framework and collaboration elements. Efficient operation in public crisis depends on favorable environment, well-developed collaboration framework and concerted collaboration behaviors.
