The European emission inventory of heavy metals for 1990

Within the framework of the OSPARCOM, HELCOM and the UN-ECE a 1990 European emission inventory on heavy metals and persistent organic pollutants has been carried out by the Netherlands Organization for Applied Scientific Research (TNO). The inventory includes all countries in Europe, except the three Caucasian countries and Turkey, and is based on official country submissions and supplementary default emission estimates. Also, within the framework of the UN-ECE Convention, on Long-range Transboundary Air Pollution a Heavy Metals emission reduction Protocol is under preparation to reduce air emissions of cadmium, lead and mercury. For this process, additional information on the effects of implementation of the protocol in terms of reduced emissions and incremental costs has been estimated as well. The projections for the year 2010 have been based on the outcome of the 1990 European emission inventory and on RAINS 7.2 scenario assumptions for activity data. This paper reports on the emission inventory results for 1990 for cadmium, lead and mercury. It presents data for the European countries and for the source categories. Also, it presents the outcome of three different emission scenario's for 2010 for the three heavy metals and the incremental costs of the implementation of the draft Heavy Metals Protocol.
