This report is an overview of the discussions and talks that occurred during the detectors and beams working group of the NuFact99 workshop in Lyon, France. A wish list of muon beam parameters is given, as well as a survey of currently studied oscillation detector technologies. Finally, a short description of the non-oscillation physics that would be accessible is included to show how the diversity of neutrino physics a muon storage ring could address.
