Cyber Terrorism and Effective Counteraction to it in Modern Conditions

At the turn of the 20th century, the transformation of terrorism from a means of power struggle at the country level to a global threat took place. The rapid development of new technologies has significantly expanded the ability of terrorist organizations to manipulate the people's mind engaging them in terrorism. The purpose of the work is to study the place and role of information technology in the activities of terrorist organizations and to determine a set of measures for the prevention and detection of threats of contemporary terrorism. It is concluded that there is a special information and communication strategy of terrorism that distinguishes it different from rebel or sabotage actions. Cyber terrorism is not just aimed at harming the interests of certain states, but also at growing the political, economic, and ideological influence of international terrorist groups in the world community. Effective counteraction to contemporary terrorism requires coordination of efforts based on public exchange of information on national and world achievements in cyber security.
