摘要
Based on the essence of electronic government, this essay classifies and summarizes the obstacles existed in the various fields of electronic government development. It points out that the development of electronic government including not only the application of information technology, but also including IT strategy, government strategy, organizational infrastructure and circuit, as well as the adaptation and integration of IT/IS infrastructure and circuit. Electronic government implementation process is actually a complex and systematic process that government strategy and information technology strategy constantly and dynamically adjust to the correspondence. In this dynamic process, the most important is the perfect convergence between the government's service information and information systems. This process is to create a streamlined, efficient, honest, fair government operation mode. Finally, put forward the strategic alignment model of electronic government and illustrates the model in detail.
