Value Innovation in the Public Sector: Concept, Determining Factors and Framework

摘要
The literature is imprecise about how much new method and technologies used by public organizations could promote effective transformations for citizens. Value innovation is the keystone of the Blue Ocean Strategy for creating new markets by private organizations. And in the public context, what could considerate a value innovation for citizens? This systematic literature review proposed the concept of value innovation in the public sector and framework radar about the value innovation in the public sector. This model has on four dimensions: openness, quality, efficiency and effectiveness; and sixteen factors: openness, usability, accessibility, attractiveness, quality, utility, speed, satisfaction, efficiency, processes, costs, compliance, effectiveness, trust, engagement and social impact. In this context, this framework can support for analyzing and discussing the value generation of "innovation" programs.
