To improve the ability of science and technology innovation may serve the social-economic development purpose. To reform higher education in colleges can help improve college students' ability of science and technology innovation, which is to optimize the higher education environment in cultivating college students' spirit of science and technology innovation, thus they can develop their capability in scientific and technological research and master necessary skills in science and technology innovation.
